The idea for the IRD program arose from discussions over the future of rural areas in the context of changes in the European Community’s Common Agricultural Policy during the early 1990s. It was thought that these changes would have negative effects on Irish rural areas generally at a time when unemployment and emigration were already very serious problems. In that context, the concept of an IRD program emerged as a means of action to promote development in rural areas. From both the Irish Government’s and the European Commission’s point of view, the objective was to establish a formal process at a sub-regional level to improve employment, earning potential, quality of life, and sense of community identity among people in rural areas.
